I. General

Article 1

( 1 ) The Slovak Chemistry Library at the Faculty of Chemical and Food Technology of the Slovak University of Technology in Bratislava (hereinafter “SCHK” or “library”) is a specialized scientific library in the field of chemistry, food industry and related branches working nation-wide, central library for processing the chemistry literature in the Slovak Republic, the central library and information institute of the Faculty of Chemical and Food Technology of the Slovak University of Technology in Bratislava (hereinafter FCHPT STU).
( 2 ) The library provides a service to readers and users, particularly researchers teachers and students of colleges and universities, chemistry, biochemistry, pharmaceutical and food research and practice organizations, individuals and institutions.

Article 2

( 1 ) All equipments, furniture and the book fond are the property of the Faculty of Chemical and Food Technology of the Slovak University of Technology in Bratislava. Every reader and user (hereinafter “reader”) is obliged to protect them and cannot damage them.

Article 3

( 1 ) Library patron

– any individual from 15 of age can become a library patron. An exception to this provision may be, upon written request, granted by the library director.

( 2 ) The regulations of interlibrary loan service (MVS) apply in case of public institutions located away from the library.

Article 4

( 1 ) Readers have to register and are issued the library card . By the signing of the reader’s registration, the reader obliges him/herself to fulfill the clauses of the Library Rules and Regulations .
( 2 ) The library card is issued after the completion of registration, payment of the registration fee and proving the identity with an ID card, which is:

ID card for citizens of the Slovak Republic, which can not be replaced by any other document passport, ID card or similar registration card for other European Union country citizens, passport and residence permit for other foreigners.

Registration fee is determined by the Price List of Services and Charges which is an annex to the Library and Lending Rules and Regulations.

( 3 ) Library card is a document which entitles the reader to use library services . In general, it is issued for one academic year and its validity must be renewed every year. The library card is not transferable. The reader is responsible for its possible misuse. Loss of the library card is required to be reported at the library. The reader pays for a new library card in accordance with the Price List of Services and Charges.
( 4 ) The reader is obliged to report any significant change of the registration data, especially a change of the name and residence. Otherwise, the reader is obliged to pay all costs connected with the library ‘s data survey.

Article 5

( 1 ) The reader with a valid library card has an access to a public area of the library (catalogues, study rooms). The reader cannot access the library fond storages.
( 2 ) The reader is obliged to keep order, follow the library staff instructions and instructions necessary for maintaining of order and protecting of library property. The reader is required to keep quiet and order in all areas.
( 3 ) If the reader does not comply with the Library and Lending Rules and Regulations, he/she may be temporarily or permanently refused to use library services . However, the reader is still obliged to compensate the caused damage and suffers the sanctions according to valid appropriate law. Privilege to visit the library and use its services can be taken away from the reader also following the hygiene reasons .

II . Library Services

Article 6

( 1 ) The library provides these services for its readers:

– Loans (regular loans, in-library use only, ILL, circulations),
– Bibliographical information (literature search, targeted information dissemination, bibliographical and factual information, documents in electronic form providing)
– Reprographic,
– Consulting,
– Promotional.

( 2 ) Some services (advisory, information, promotional etc.) as well as the opportunity to participate in cultural and educational events are provided to other visitors of the library too.

III . Loan Regulations

Article 7

( 1 ) Library lends the documents

– for out of library use,
– for in-library use only,
– by means of Interlibrary Loan Service (MVS), or International Interlibrary Loan Service (MMVS).

( 2 ) The reader will be lend the documents upon showing the library card and loan receipt signing.
( 3 ) The reader is obliged to take a document within 3 working days including the date of the order, unless otherwise agreed .
( 4 ) Checked-out documents may be reserved upon the reader’s request.
( 5 ) The library can lend individual magazine issues to libraries and institutions at or away from the place of library by so called Circulation Loan Service . Circulation Loan Service is based on an individual contract between the library and the institution which wants to participate in circulation service.
( 6 ) The lendings are strictly not made by a postal service at the place of the library seat.

Article 8

( 1 ) The lendings are carried out in accordance with the mission, study nature of the library and requirements necessary for protection of library fonds. Therefore, the lending of certain parts and fonds is limited in cases of :

– risk of irreparable loss or damage (manuscripts , old and rare prints, image documents, maps, special literature, bibliography, etc.)
– fonds needed for daily operations (documents included in the reference library, magazines, etc.)
– if the regular loan was against the fundamental tasks of scientific libraries or against valid regulations that govern their activities. In these cases, the fonds can be borrowed in-library only.

The loan period

Article 9

( 1 ) The books’ loan period is usually one week, one semester in case of textbooks.
( 2 ) The library may set a shorter loan period or require immediate return of the document before the regular loan period is expired.
( 3 ) Loan period may be extended upon request, if the reader requests it before the regular loan period is expired and if the document is not requested by another reader. The loan period of all commonly available documents and textbooks may be extended twice. In appropriate cases, new loan of the same document can be authorized if no other reader requests it. The new loan can take place only after the submission of the document .
( 4 ) If the reader does not return the borrowed document in the specified time, the library can send a written reminder and the reader is obliged to pay the costs associated with reminders and reclaiming of unreturned documents . Fees for not abiding the loan period are demanded even if the reminder has not been received by the reader . The library sends three reminders to the reader, usually after 14 days intervals.
( 5 ) The reader will receive the final written warning , a pre-legal proceedings reminder as an attempt at conciliation after 14 days after the third reminder.
( 6 ) If the reader does not return the document after the pre-legal proceedings reminder , the library will request to return the document via legal proceeding. If the reader does not return the document within 15 days upon receipt of the pay order issued by a competent court, the library files a proposal for judicial decision’s execution in form of taking the costs of the reader’s account. All costs of the judicial recovery of loans shall be paid by the reader .

Responsibility for document

Article 10

( 1 ) The reader must not be lend the borrowed document to others. The reader is responsible for it during the time the library has by the reader signed loan receipt.
( 2 ) The reader is obliged to return the document in the condition in which it was received. During the taking over of the document, the reader must check it and report any deficiency immediately. Failure to do so, the reader will be responsible for all later identified shortcomings and shall pay the cost of the document’s recovery as in case of loss (Article 11). If the reader returns a borrowed document by post, it must be properly packed and sent by registered or insured shipment. The sender is responsible for the shipment until the moment when the library acknowledge the take over of loan by returning of the by the reader signed receipt by registered shipment.

Damage and loss of document

Article 11

( 1 ) The reader is obliged to report damage or loss of library document immediately and to pay compensation under the relevant provisions of the Civil Code until the set deadline.
( 2 ) The library may request reinstatement and the reader shall:
– bring the document into its original form,
– obtain a replacement copy of the same document at the same edition and binding,
– prepare a photocopy of the document. The photocopy of the damaged or lost document must be produced from the same edition, format, color and binding. The comb binding is not allowed.
( 3 ) If it is not possible to bring the document into its original form or it is not effective, the library may require as the replacement:
– the same document of other edition,
– other document designated as a replacement by the library ,
– financial compensation. Financial compensation is determined as a price per A4 photocopy page of Price List of Services and Charges multiplied by the number of pages of the publication, plus the cost of bonding, according to the current market price or set in Price List of Services and Charges.
Along with replacing the damages costs the reader pays the service charge set out in the Price List of Services and Charges.
( 4 ) If the library and the reader do not come to an agreement, the court decides on the compensation and the amount.
( 5 ) In the event of a barcode damage, with which the books are equipped, the penalty fees are set.

Interlibrary Loan Services (MVS) and International Interlibrary Loan Services (MMVS)

Article 12

( 1 ) If a reader requests a document that is not in the library’s collection or in another library at the place of library’s seat, the library mediates the document’s loan upon the reader’s request via Interlibrary Loan Services (MVS) from another library in the Slovak Republic according to guidelines valid for MVS .
( 2 ) If the requested document is not in the collection of any library in the Slovak Republic , it is possible to borrow the document via International Interlibrary Loan Services (MMVS) in accordance with the International Federation of Library Associations (IFLA) agreements upon the reader’s request and taking into account the importance of such loan. Costs of this service shall be borne by the reader.
( 3 ) The library which lends the document via MVS, has the right to regulate the number of loans to a requesting library or to one of its readers taking into consideration the needs of other readers and demands of other libraries .
( 4 ) The library, which requests the loan via MVS and also the reader to which the document is lent are required to follow all general and individual rules and regulations specified by the lending library.
( 5 ) The extension of the MVS loan period is requested by the library which lent the document upon the reader’s request. In case of the international interlibrary loan service, the reader requests the mediating library.

Article 13

( 1 ) FCHPT STU students who complete their studies are required to provide a confirmation of the return of SCHK borrowed books to a responsible department of the faculty. This certificate is issued after meeting all the conditions by the Library Services Department of SCHK..

Article 14

( 1 ) The Civil Code’s provisions on lendings are valid for loans of documents from the library’s collection.

Article 15

( 1 ) The Library and Loan Rules and Regulations apply also to fractional libraries of SCHK.

IV. Study and reading rooms rules and regulations

Article 16

( 1 ) Access to study and reading rooms (hereinafter study rooms) is allowed upon showing of a library card.
( 2 ) Study rooms visitors are obliged to leave their coats, bags, briefcases, etc. in a designated location.
( 3 ) In the study room, the reader is not allowed to use
– work tools, with which the reader can damage documents or study room inventory
– mobile phones
– own devices requiring electricity
( 4 ) Drinks and food are not allowed in study rooms.
( 5 ) Study rooms visitors are required to keep quiet, pay respect to other users and follow the instructions of the library staff.

Article 17

( 1 ) Study room visitor has the right to use one workplace only. A place reservation in the study room is not allowed.

Article 18

( 1 ) In the study room, the reader has the right to use
– open shelfs,
– displayed magazines and newspapers ,
– library deposit documents,
– computers and technical equipment as instructed by the library staff .
( 2 ) It is not allowed to take documents to other study rooms.
( 3 ) Library may regulate the extent of orders and loans for in-library use from the deposit after considering the operating conditions .

Article 19

( 1 ) When leaving the study room the visitor is required to show carried books and magazines as well as borrowed books for the library staff check up upon such request.

V. Charges for library services

Article 20

( 1 ) The library provides its basic service free of charge. Fees for reader’s registration, reprographic and other copying services and some specialized services (eg. literature search) are charged according to the Price List of Services and Charges and to these Library and Lending Rules and Regulations.
( 2 ) Any other financial amounts (operational and service charges and fees, penalties, etc.) are charged by the library at the rate specified in the Price List of Services and Charges, which is annexed to these Library and Lending Rules and Regulations.
( 3 ) The library requires financial compensation for the selected services and operations:
– registration, renewal and loss of library card, reader’s identifying data survey according to Article 4/4 of Library Rules and Regulations,
– literature search services (regular, from own databases),
– reprographic services,
– costs related to a damage and loss of borrowed document,
– printing , scanning and copying of documents.
( 4 ) Interlibrary Loan Services are free of charge. When a copy of an article is required, however, the reader must pay the fee specified in the Price List of Services and Charges and the Library and Lending Rules and Regulations.
( 5 ) Fees for individual operations and services are specified in the Price List of Services and Charges which is an annex of these Library and Lending Rules and Regulations.
( 6 ) FCHPT STU workers are provided with bibliographical information services free of charge .

VI . Exceeding the loan period fees

Article 22

( 1 ) If the reader returns the document after a specified loan period, he/she is required to pay an violated loan period fee regardless of whether the loan period violation was reminded or not. The library will issue the reader proof of payment.
( 2 ) In case of payment of a loan period violation fee, the loan date expiration is crucial, not the date of receipt of the reminder.
( 3 ) The reader pays a fee for each document separately. The fee is charged only during opening hours of lending services.
( 4 ) If the document is returned, but the reader refuses to pay the fixed penalty fee, library shall cancel all services until the fee is paid.
( 5 ) When returning the document the reader will receive the Return Confirmation.

Final provisions

Article 23

( 1 ) The library director authorizes exceptions to the Library and Lending Rules and Regulations.

Article 24

( 1 ) Library Rules and Regulations of SCHK of 1 September 2006 are recalled.
( 2 ) These Library and Lending Rules and Regulations shall enter into force on 1 September 2009.
